Manitoba ELCC Operator Funding Calculator (2026)
A companion calculator, not a replacement for the ELCC program's own determination. Manitoba pays funded, licensed, non-profit facilities an annual operating grant — a flat dollar rate per funded space, by space type — issued in four equal quarterly installments (April, July, October and January). This tool estimates that annual total and its quarterly installments, shows a utilization adjustment example, and lays out the financial reporting calendar tied to continued eligibility — every line with its math shown and cited.

How utilization affects your grant
Manitoba adjusts the operating grant for the utilization of your funded spaces, using a published "usage plus leeway" rule. Centres with 40 or fewer funded spaces receive 100% of the grant at 80% usage or above; below that, the paid fraction is usage plus a 20% leeway. Centres with 41 or more funded spaces use an 86% threshold with a 10% leeway. Family/group child care homes have a separate, discretionary rule: usage at or below 50% may reduce the grant to 50% of maximum.

Financial reporting calendar (centre, fiscal year end March 31)

We only model what's publicly documented and verifiable against the sources below. Here's what isn't, and why — read this before you rely on any number this tool shows you. (Some items below quote Manitoba's own program terminology verbatim, including its use of the word "approved" to describe a funded space — that's the department's term, not ours.)
Your exact utilization percentage
Manitoba adjusts your operating grant based on the utilization of your funded spaces, calculated from the attendance and absent days of all children across thirteen consecutive Facility Reports for your fiscal year. This estimator cannot compute that from your attendance records — it asks you to enter a usage percentage (or leaves the grant at the maximum) and then applies the published 'usage plus leeway' rule so you can see the effect. Your Child Care Coordinator determines the actual figure.
The base operating grant vs wage grid supplement split
The per-space rate you receive already combines the base operating grant and the wage grid supplement, but the province publishes only the combined total per space (and the aggregate provincial dollar increases), not the split for each space type. This estimator uses the published combined total.
Reduced Parent Fee Revenue Grant
Funded facilities are separately compensated for charging the regulated $10/day parent fee through a Reduced Parent Fee Revenue Grant. Its per-facility rate tables were not part of the operating-grant sources reviewed here, so it is not added as a funding line. It is additional to the operating grant this estimator computes.
Inclusion Support Program grants
Grants that support the inclusion of children with additional support needs are individualized to the child and facility and are not a per-space entitlement, so they are not estimated here.
One-time and application-based grants (Outdoor ECE, Renovation/Expansion, Child Care Sustainability Trust, Staff Replacement, Training)
These are discretionary, application-based, and subject to annual budget availability. Some have fixed per-space or per-individual maximums (e.g. start-up grant per space; training grant up to $400 per person per year) which are captured in the rules, but they are not part of the annual operating-grant entitlement this estimator sums.
Funded vs licensed spaces
Operating grants are paid per APPROVED FUNDED space, which can be fewer than your licensed spaces. New or unfunded facilities are advised by the department if and when they become eligible. Enter your funded (approved) spaces, not simply your licence capacity.

How does the quarterly installment schedule work?
The annual total isn't paid all at once — Manitoba splits it into four equal installments, issued in April, July, October, January. In the worked example, that's $94,595.00 per installment ($378,380.00 ÷ 4).
How does utilization affect my grant?
Manitoba adjusts your grant with a "usage plus leeway" rule based on how many of your funded spaces are actually used. For centres with 40 or fewer funded spaces, you get 100% of the grant at 80% usage or above; below that, your paid fraction is usage + a 20% leeway. For 41 or more funded spaces, the threshold is 86% with a 10% leeway. In the worked example, the same 30-space centre at 65% usage (within the ≤40-space band) is paid at 85% of the maximum grant — $321,623.00 instead of $378,380.00.
